Legislative Update,
NC UPDATE | AANC Lobby Day
AANC members and staff rallied together last week, on Wednesday, May 14, to attend AANC's 2025 Lobby Day in Raleigh. Talking points were shared with all participants and meetings were held with legislators to discuss ways to support the multifamily industry in North Carolina, including:

SB 648: AOC AGENCY REQUESTS.-AB
AANC requested a language change in SB 648 related to the recouping of attorney fees in summary ejectment cases by cleaning up the placement of “prevailing party” so as to not discourage landlords to settle. SB 648 and the amendment passed unanimously in the Senate and now awaits a hearing in the House.

HB 768: CLARIFY EMERG. COMM. EXEMPTIONS/FIRE CODE
Provisions included in HB 768 have the potential to save hundreds of thousands of dollars per development in installation and maintenance costs passed on in the form of rent increases. HB 768 has passed the House and has been referred to the Senate Committee On Rules and Operations.

HB 765: SAVE THE AMERICAN DREAM ACT
AANC supports HB 765, also known as the Local Government Development Regulations Omnibus, in an effort to remove barriers imposed on housing developers by local governments that delay the construction of new development and increase the costs associated with building new developments. HB 765 has been referred to the House Committee on Finance.

HB 96: EXPEDITED REMOVAL OF UNAUTHORIZED PERSONS
AANC worked alongside other stakeholders during negotiations in support of HB 96. The bill created an expedited removal process of an unauthorized person from residential property and defines an “unauthorized person” as a person who has no legal claim to occupy the property under a lease or otherwise and would not mean a tenant who is holding over after the lease term has expired. HB 96 has passed the House and now awaits a hearing in the Senate.

AANC’S public policy priorities reflect the critical need to construct more housing to
ensure there is enough housing and ease the housing affordability issues currently
challenging our state in urban, rural, and growing areas alike. AANC will continue to support proposals that reduce barriers to development and housing costs to help provide more affordable housing throughout North Carolina.
